JUMPING RULES AND REGULATIONS

  1. Classes will be run at 350 mpm unless conditions necessitate a change 0.70cm, 0.80cm & 0.90cm @ 300 mpm & 1.00m classes will be run at 325 mpm.  All classes will be run under SAEF Jumping Rules and those applying to the Junior South African Championships.
  2. The Organising Committee reserves the right to restrict entries for the jumping classes to a workable maximum giving preference to higher levels.  Grade Junior Open and Provincial team horses will be affected by this ruling.
  3. Entry fees will be refunded for any entries NOT accepted.
  4. No rider may ride more than two horses in the 2014 Junior Jumping Championship of South Africa.
  5. Riders need to be registered with SASJ  as SASJ J/Young Rider Subscription.

CODE OF CONDUCT

FOR THE WELFARE OF THE HORSE

The South African Equestrian Federation (SAEF) expects all those involved in National Equestrian sport to adhere to SAEF’s Code of Conduct and to acknowledge and accept that the welfare of the pony/horse must be paramount and must never be subordinated to competitive or commercial influences.

1.   At all stages during the preparation and training of competition ponies/horses, welfare must take precedence over all other demands.  This includes good horse management, training methods, farrier and tack, and transportation.

2.  Horses and competitors must be fit, competent and in good health before they are allowed to compete.  This encompasses medication use, surgical procedures that threaten welfare of safety, pregnancy in mares and the misuse of aids.

3.  Events must not prejudice ponies/horses welfare.  This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4.  Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over.  This covers proper veterinary care, competition injuries, euthanasia and retirement.

SAEF urges all involved with the sport to attain the highest levels of education in their areas of expertise.


Ground Levy Message

GENERAL RULES AND REGULATIONS

1.   The event will be conducted under FEI General and Veterinary Regulations and the Rules for the various Disciplines that are in force as at the closing date of entries.

2.  MEMBERSHIP

All owners and riders must hold valid membership of, and all horses must be registered with the relevant Discipline Association through the approved SAEF structure.

3.  ENTRIES:

All entries close on Friday 7th November 2014. No late entries will be accepted under any circumstances.

All entries must be accompanied by the correct entry fees and proof of payment.  

Entry fees, stabling, competitor and ground levies are not refundable except when entries are withdrawn prior to closing date. All refunds will be subject to a 20% handling fee

4.  Qualifying Age:

Competitors will be classified as Junior in terms of SAEF General Regulations 01.9.2 (Current Regs).

5.  Dress:

 See specific Discipline Rules for the various Disciplines.  All competitors must strictly observe these rules of dress at all times while warming up or in the arena.

6.  Treatment of Horses and Conduct of Riders:

FEI General Regulations, Veterinary Regulations will be strictly applied.  At the discretion of FEI, horses and/or riders may be tested for the presence of prohibited substances.

7.  Substitutions:

Application for substitutions must be made on the form provided at the Show office not later than 30 minutes before the commencement of the competition concerned. Substitutions not allowed for qualifying competitions

8.  Prize Money & Entry Fees

a) Prize money will be a minimum 60% for championship classes of entry fees overall, per discipline, plus  sponsorship if  available,  subject to General Regulation 01.12.5 (Current Regs). In addition Disicpline Rules governing this may apply.

b) The discipline levy of R10.00 Entry level, R15.00 Novice, R35.00 Medium,  R46.50 Open for show jumping,  discipline levy of R45.00 for Dressage (15.4%), Discipline Levy of R 30.00 for  Equitation,  Discipline Levy of R 37.50 for Showing, Discipline Levy of R75.00 for 70cm, R100 for 80cm,R125 for 90cm and R150 for 1.00m for Eventing (VAT included) per Discipline class has been included in the entry fee and the Discipline Prize Money levy of 15% (VAT included) will be deducted from all CN Status classes prize money paid.  Entry fees are stated clearly under each Discipline and include SAEF EDTS Levy of R4.50 (VAT included) .  These levies are payable to the SHB at the time of entry and have been included in the entry fee shown against each class.

c) There is no prize money for National Team Competitions. Mementoes to team members

9.  African Horses Sickness: (Government Notice No R254/6/97)

a) All horses must be vaccinated annually with a live AHS vaccine produced by Onderstepoort Biological Products by a registered veterinarian.

b) All horses returning/travelling to the Western Cape must be vaccinated strictly according to the requirements of that  area and must arrange with a private veterinarian for the Permit and Health Certificate to return to the Western Cape  (Free, Surveillance and Protection zones).

c) All horses must be accompanied by a SAEF or FEI passport, number to be included on the entry form.

Certification that the AHS vaccine has been administered and is valid must appear in the horses’ passport signed by the            Veterinarian administering the inoculation.

10.  Equine Influenza

All horses must have been vaccinated against Equine influenza according to SAEF Regulations.  Vaccinations are valid for six months and must be renewed prior to expiry, otherwise primary and secondary vaccinations will have to be six months re-administered.  Certification that the Equine Flu vaccine has been administered and is valid must appear in the  horses’ passport.

11.  Horse Inspections:

        a)  A Horse Inspection will be held for all Eventing Horses on Friday 5th December at 16:30pm

        b)  A Horse Inspection will be held for Open Team Showing Horses on Friday 5th December at 10:00am

        c)  A Horse Inspection will be held for all Open Jumping and Team Jumping Horses on 7th December at 8:30am

        d)  A Horse Inspection will be held for all Open and Team Dressage Horses on 7th December at 10:00am

        e)  A Horse Inspection may be held for all other horses.  Should these take place; times will be notified at the show.

        f)  Horse Inspection will be conducted on a “first come, first served” basis.

        g)   Any “vetting” needed to be done under special circumstance will be for the rider’s account

12.  Stabling:

a) Stabling available at PERC.  There are 98 brick stables at a cost of R1150.00; 32 wooden stables at a cost of R1000.00. These stables will be allocated on a STRICTLY first entered basis. Initial bedding included – 2 bags of shavings per stable.

There is a further allocation of brick stables across the road at Golden Circle Equestrian Estate (12 available) at a cost of R950 for the duration of the show.

Temporary Scaffolding Stables (3.0m x 3.0m) in a Marquee will be available at a cost of R850.00 for the duration of the show should demand dictate. These stable will have partial hessian partitions. Competitors are to supply their own shade cloth or hessian cloth to partition the stables further should they so require.

Competitors, who have paid for brick stables but after allocation are stabled in the temporary scaffolding stables, will be refunded the difference. Initial Bedding will be provided, additional bedding will be available to purchase. 

b) The allocation of stabling accommodation is carried out by the show convenors and under no circumstances may any competitor changes his/her stabling accommodation or alter the stabling list without prior consultation with, and  approval of, the Stable Manager.  Failure to comply could involve disqualification of the horse concerned.

       Preference will be given to out of province horses, team horses and local horses from outlying areas.

     c) Competitors wishing to be stabled with others should indicate this on their entry form, however please bear in mind that if the person you are wanting to be stabled with has entered early and you have entered late or visa versa this allocation may not be possible as stables are allocated strictly on a first entered basis

d)   NO temporary paddocks etc. may be erected anywhere on the show grounds. Grooms are encouraged to walk horses.

e)   Limited number of temporary day paddocks are available at a cost of R250 for the duration of the show.

There will be a fine of R600 for any competitor who puts their horse into another stable and/or paddock.

13.  Show Levy

        A show levy of R150.00 per rider is payable with your entries.

14.  Grooms’ Accommodation:

Grooms Accommodation is not available, as there are no spare stables for this purpose or for tack rooms.

Competitors are requested to bring tents for their grooms who are unable to stay in horse boxes.  Grooms ablution facilities will be available. No tents are permitted in the stable block or show arena areas.

 

 15. Restriction of Horses:

Unless otherwise stated in the National Rules, there will be no restrictions on the number of horses, which a   rider may enter in a competition, but the rider may not ride more than three horses in any one competition. A rider may only enter one horse in an equitation competition. 81.4.3

16.  Cancellation or Combining Classes:

In the event of unforeseen circumstances, the Organising Committee reserves the right, in consultation with the SAEF representative, to cancel or combine classes and restrict entries (other than those applicable to Championships and their qualifying classes) to a practical number. 

        Entry fees will be refunded for any entries not accepted.  See also General Regulations

   17.  Variation to Programme:

The programme will be adhered to as far as possible.  The organising Committee reserves the right, in consultation   with the SAEF representative, to make alterations in the event of insufficient or excessive entries, unfavourable weather conditions or unforeseen circumstances. (See also General Regulation Appendix GR/E).

18.  Obligations:

a)  All riders entered in the Event are obliged to ride all competitions for which they have qualified, unless they have been granted dispensation by the Show Director.  This will normally only be given where a medical or veterinary certificate, certifying that  the rider or horse is unfit to compete, is produced prior to the competition concerned.

b)  All riders and horses required to appear in parades or ceremonies, are obligated to do so.

c)  Prize-winners must be mounted when receiving their awards and both horse and rider must be properly dressed and turned out.

d)  Failure to co-operate and comply with these obligations may result in the forfeiting of all prize money, rosettes, trophies and/or grading points for the competition concerned.  See also SAEF General Regulation No.01.8.0.

e)  No blanket may be worn by any horse in the Competition Arenas unless permission is given by the Show Director and SAEF Representative.

19.  Responsibility for Damage, Loss or Injury:

The FEI, SAEF, The Discipline Associations, The Organising Committee and Sponsors and/or Officials shall in no way be held responsible for any damage, loss, theft or injury sustained by owners, riders, competitors, members or the public or any other person or their property whatsoever.

20.  Exercising of Horses:

a)   Under no circumstances may horses, other than dressage horses be exercised in the Competition Arenas at any time throughout  the period of the show.  Dressage horses will be given access to the dressage arenas in a restricted and controlled basis. Application must be made to the Dressage Convenor.

        b)  Dogs must be kept on leads.

21.  Feed and Shavings:

Initial wood shavings bedding will be supplied, thereafter tickets for bedding can be purchased at the Show office. Food can be ordered from feed companies.

SASJ RULES FOR SA INDIVIDUAL AND SA TEAM CHAMPIONSHIPS

113 THE JUNIOR INDIVIDUAL SHOWJUMPING CHAMPIONSHIPS OF SOUTH AFRICA

1. COMPETITIONS RELATED TO THE CHAMPIONSHIP

There shall be three qualifying classes and one championship class for which competitors must qualify.   

2. QUALIFYING COMPETITIONS

The Organising Committee shall include in the schedule the following competitions all of which shall be qualifying competitions.  Prize money and other awards shall be awarded as for a Recognised Competition at the conclusion of each of these competitions.     

       1. First Qualifying Competitions

This Competition shall be run in accordance with FEI Art 238.2.1 (A2 Competition). Speed 350mpm.        The course shall consist of between ten and twelve numbered fences and shall include only one double and one treble combination. If possible the course should include a water jump.

        2. Second Qualifying Competition

This competition will be run in accordance with FEI Art 274.5.3. (Competition in Two Phases). Speed 350mpm.

        3. Third Qualifying Competition

This competition will be run in accordance with FEI Art 238.2.2 (AM5 Competition).  Speed 350mpm. The course shall consist of between ten and twelve numbered fences and shall include Only one double and one treble combination. If possible the course should include a water jump.

 

        4. THE CHAMPIONSHIP COMPETITION

  1. This competition shall be run over two rounds of a Championship course of national standard and in accordance with FEI Art 273.3.2.  Speed 350mpm.
  2. The course will consist of between ten and twelve numbered obstacles and shall include either one double and one treble combination or three double combinations. If possible a water jump should be included in the course but may only be included if it was included in one of the qualifying competitions.
  3. The dimensions of the fences in the course may be altered for the second round at the sole discretion of the Course Designer.
  4. The order of starting for the second round of the Championship shall be on the basis of reverse order of merit of the first round.
  5. Should there be a jump-off then the order of riding in the jump-off shall be the same as that of the second round.

119        NATIONAL TEAM CHAMPIONSHIPS

  1. Eligibility of Athletes
    Athletes must have been normally resident within the Republic for a period of twelve consecutive months or more, immediately preceding the closing date for entries, and must have their principal place of residence in the Province which they are representing, as at the closing date of entries.
  2. Intention To Compete
    1. PEXCOs wishing to enter in National Team Championships shall notify the CEO and the OC of the event in writing of their intention to participate, before the closing date for entries.
    2. Each PEXCO may only enter one team
  3. Nominations
    1. PEXCOs shall submit details of their team, in writing, to the CEO and to the OC of the event , not later than seven clear days before the first competition day of the event.
    2. Horses and Athletes nominated in terms of this regulation must already have been entered for at least one individual class at the event before the closing date for entries.
    3. The nominations shall state the first and last names of the athletes and the names of the horses together with the name of the Chef d’Equipe. Nominations will not be accepted unless the name of the Chef d’Equipe is included. The Chef d’Equipe shall ipso facto be the Team Captain.
    4. The total number of nominations allowed is as follows:
      Athletes                        5                                                                  Horses                          6
    5. Team nominations for National Team Championships shall be certified by the PEXCO of the Province concerned as being correct and in accordance with the rules.
       
  4. Final Selection
    1. The final selection of the Team shall be sub­mitted by the Chef d’Equipe to the OC of the event and to the Technical Delegate by not later than 17h00, or such other time as the Technical Delegate may determine, on the day immediately prior to the Competition.
    2. The Technical Delegate shall then, in the presence of the Chefs d’Equipe and the OC draw the order of starting of teams.
    3. The selected team shall be chosen from those Athletes and horses nominated in terms of 7.11.2 hereof.
    4. The following details shall be submitted together with the Final Selection:
      Selected Horse and Athlete combination (4)
      Reserve Athlete (1)
      Reserve Horses (2)
      Order of riding of horses
    5. Should a team at the time of selection only be able to produce three Horse and Athlete combinations, then that team shall compete with only three Horse and Athlete combinations.
    6. Reserves
      The Athlete and Horses nominated in terms of 7.11.2 above, but not included in the final selection are ipso facto the reserves
       
  5. Team Substitutions
    1. Before Final Selection
      No substitution of Horses or Athletes for those nominated in terms of 11.11.2 above is permitted within the seven days prior to the first competition day of the event. It is the duty of PEXCOs to ensure that they nominate sufficient horses and athletes so that should any nominee be unable to compete for any reason, they will still be able to field a team.
    2. After Final Selection
      1. ?If any athletes or horses included in the final selection are unable to compete by reason of injury, illness or death of an athlete or horse occurring after the final selections, and as cert­ified by a medical or veterinary certifi­cate, the Chef d’Equipe may substitute an athlete, a horse or horse and athlete combination, only from the reserves.
      2. The Chef d’Equipe may change the Athlete on any of the horses selected for another Athlete provided both Athletes were included in the final selection (ex­cluding reserves). In this case no medi­cal certificate is required.
      3. Notice of this substitution shall be given in writing to the Technical Delegate and to the OC before the commencement of the first round of the championship concerned and shall be accom­panied by the relevant medical or veterin­ary certificate, if required.
      4. Under no circumstances may the order of riding of the horses within their teams be changed.
  6. Combined Teams
    ??Should any two or more PEXCOs be unable to compete in a National Team Championship due to the lack of Athletes/horses of  the required standard, then they may combine to send one team. This team shall in all respects be deemed to be a team entered by a PEXCO.
                      
  7. FEI Art 273 – 2 Round Competition Rule
